تحالف رقمي لإحداث ثورة في المحاكم الإلكترونية في لبنان ومنطقة الشرق الأوسط
في خطوة جريئة تعيد رسم ملامح العدالة في لبنان، أعلنت شركتا حق و سي ال عن تحالف استراتيجي يهدف إلى إحداث تحول جذري في النظام القضائي من خلال تبنّي أحدث تقنيات التحول الرقمي. يجمع هذا التعاون بين الحلول القانونية المتقدمة التي تقدمها حق والتقنيات الرائدة في المصادقة الرقمية والأمن السيبراني من سي ال ، مما يؤسس لنظام محاكم إلكترونية متكامل، يتميز بمستويات غير مسبوقة من الشفافية، الكفاءة، والأمان تأتي هذه المبادرة ضمن الجهود الحثيثة التي يبذلها صندوق تعاضد القضاة، وبدعم من وزارة العدل اللبنانية ونقابتي المحامين في بيروت وطرابلس، بهدف تحديث الإجراءات القانونية وتمكين القضاة والمحامين من مواكبة التطورات الرقمية وفي هذا الإطار، صرّح السيد أنطوان كنعان، الرئيس التنفيذي لشركة حق، قائلًا "هذه الشراكة ليست مجرد تعاون تقني، بل هي خطوة ثورية تهدف إلى إرساء نموذج جديد للعدالة الرقمية في لبنان والمنطقة. لم تعد التكنولوجيا مجرد أداة مساندة للقانون، بل أصبحت القوة الدافعة التي ستعيد تشكيله، من خلال تسهيل وتسريع الإجراءات القضائية، وتقليل الأخطاء البشرية، وتعزيز مبدأ الشفافية. إننا اليوم أمام لحظة فارقة، حيث يتحول النظام القضائي من نموذج تقليدي يعتمد على الأوراق والإجراءات المطولة إلى بيئة رقمية متكاملة تواكب أرقى المعايير العالمية. هذا التحالف يمثل التزامًا قويًا تجاه بناء بنية تحتية رقمية حديثة، تمنح القضاة والمحامين والأطراف المعنية إمكانية الوصول إلى العدالة بكفاءة وسهولة غير مسبوقة من جهته، أكد الدكتور صلاح أ. رستم، رئيس مجلس الإدارة والرئيس التنفيذي لشركة سي ال ، أن هذا التحالف يشكل نقلة نوعية نحو تحول رقمي آمن وموثوق في البنية التحتية القانونية والإدارية، ويضع الأساس لمستقبل أكثر تطورًا للمحاكم الإلكترونية ما يميّز هذه المبادرة هو اعتماد الشهادة الرقمية المؤهلة، التي تعادل التوقيع الخطي من الناحية القانونية، وذلك بالتعاون مع غلوبال ساين، الجهة العالمية الرائدة في إصدار الشهادات الرقمية، ومنصة ساين فلو، المصممة خصيصًا لأتمتة العمليات الرقمية للمؤسسات. وبفضل الشراكة الاستراتيجية الممتدة لأكثر من ثلاثة عقود بين سي ال وغلوبال ساين، تم تحقيق مستوى عالٍ من الثقة والامتثال للمعايير القانونية، مما يجعل لبنان أول دولة في المنطقة تعتمد التوقيع الرقمي المؤهل خارج القارة الأوروبية، وفقًا لمتطلبات اللائحة العامة لحماية البيانات وكافة القوانين والتشريعات ذات الصلة إلى جانب تحديث النظام القضائي اللبناني، تعكس اتفاقية التعاون بين شركتا حق و سي ال التوجه المتسارع نحو تبنّي التكنولوجيا القانونية في منطقة الشرق الأوسط وشمال أفريقيا، مما يسهم في تحسين الأداء القضائي، تخفيف الأعباء الإدارية، وتعزيز مستويات الأمان الرقمي في المعاملات القانونية، لتمضي العدالة قُدمًا نحو عصر جديد من الحداثة والابتكار Digitizing Justice: A Bold Alliance Pioneering E-Court Innovation Across MENA HAQQ S.A.L. and CIEL S.A.R.L.
